Abstract Emergency overcrowding has become a global medical and health problem, in which the increase of non-urgent patients is an important reason. Non-urgent patients refer to the conditions where they are allowed to the outpatient or community hospital. However, they pour into the emergency department, because of the characteristics of emergency medical services, the patient′s own factors and other reasons, which occupies the emergency resources, reduces the effectiveness of emergency medical treatment. In recent years, the volume of emergency visit in China has increased, and the phenomenon of non-urgent emergency visit is very common. With the promotion and development of general medicine in China, it will help alleviate the phenomenon that is gradually to promote the hierarchical medical system and make the diagnosis and treatment of common disease in primary hospital. This paper reviews the research progress of its definition, status, causes, effects and mitigation through the analysis of the study of non-acute patients at home and abroad, in order to provide reference for the study of non-urgent emergency room visit in China.
